Announcement on the Arrangement for Stranded Travelers Departing Hainan

To ensure the orderly departure of stranded travelers in Hainan amid the ongoing COVID-19 pandemic, upon the decision from the Hainan COVID-19 Prevention and Control Headquarters, the following arrangements are made:
Ⅰ. Arranged departure for eligible stranded travelers as of August 9, 2022:
Stranded Travelers in risk-free cities/counties(districts):
Travelers in groups or hotels with no infected cases over the past 7 days or independent travelers with no clinical symptoms, such as fever, dry cough, anosmia, muscle soreness, etc. over the past 3 days may depart upon the proof of two negative NAT results within the past 48 hours (one test each day).
Stranded Travelers in low-risk cities/counties(districts):
Any travelers in groups or hotels with no infected cases over the past 7 days or independent travelers with no clinical symptoms, such as fever, dry cough, anosmia, muscle soreness, etc. over the past 3 days may depart upon the proof of three negative NAT results within the past 72 hours (one test each day).
Stranded Travelers in mid/high-risk cities/counties(districts):
The arranged departure measures for low-risk cities/counties apply for the degraded mid/high-risk cities/counties(districts).
Priority in arranging departure will be given to special groups (with special medical care needs, the elderly, children, pregnant women and their escorts).
Ⅱ. The governments of cities/counties involved shall make centralized arrangements: transporting in a closed-loop approach all stranded travelers from their current sites directly to airports and other hubs, and civil aviation and other traffic agencies shall employ sufficient transport resources to ensure the stranded travelers to be transported to the designated destinations or the designated receivers from destination governments, completing the “point-to-point” closed-loop handover.
Ⅲ. Competent authorities at airports, railway stations, ports and other transport agencies shall strictly check health codes, NAT results and itinerary cards of all the departing travelers, and expert assessments must be made for the elderly and children whose itinerary cards aren’t accessible before their departure.
Ⅳ. Destination governments are responsible for the “point-to-point” pickup, health management and health monitoring of returned travelers in accordance with their respective anti-pandemic regulations. Once arriving at their destinations, returned travelers shall promptly report to their local competent authorities and strictly comply with local anti-pandemic requirements. All eligible travelers for the arranged departure shall contact their destination communities and affiliations before departure for anti-pandemic information and requirements at their destinations.
Ⅴ. No arranged departure shall be made for any following classifications of stranded travelers: positive infected cases; close or secondary contacts; and/or travelers stranded in med/high-risk areas, and sufficient living supplies and considerate services will be provided to all the overstayed travelers.
Ⅵ. All relevant authorities and governments of cities/counties in the province shall set up an anti-pandemic task force, provide special services for stranded travelers, work out detailed transportation plans for departing travelers and take targeted anti-spread measures to ensure safe and orderly transportation and departure of stranded travelers. The arranged departure of stranded travelers in Hainan will begin as planned as of August 9, 2022, with further details and procedures to be published in time through appropriate means by related service staff, and tourism & culture authorities in all cities and counties in Hainan will provide 24-hour hotline services to local stranded travelers.
