New Russian Consul General in Guangzhou Visits Hainan
On the afternoon of March 12, 2026, TEPLOV Yury, the recently appointed Consul General of the Russian Federation in Guangzhou, and his team visited Hainan. Dai Zhen, Director-General of the Foreign Affairs Office of Hainan Province (Hainan FAO), held discussions with Teplov, exchanging in-depth opinions on strengthening exchanges and cooperation between Hainan and Russia in various fields.
Dai began by welcoming Teplov and his team to Hainan. She stated that relations between China and Russia are the best they have ever been, noting that this year marks the 30th anniversary of the establishment of the China-Russia strategic cooperative partnership. She highlighted that the important consensus reached during the recent video meeting between the two heads of state solidified the direction of future relations. Russia is Hainan's largest inbound tourism source market, and the two sides have achieved fruitful cooperation in tourism, health, cultural education, and trade and economy.
Dai further stated that Hainan FAO is willing to work with the Consulate General to jointly promote deeper cooperation in the aforementioned fields. At the same time, by relying on major exhibition platforms such as the China International Consumer Products Expo and the China (Hainan) International Tropical Agricultural Products Winter Trade Fair, and by leveraging its industrial advantages, Hainan aims to facilitate exchanges and cooperation in trade, agriculture, aerospace, data applications, and related areas.
She expressed hope that the Consulate General would assist in promoting the preferential policies and convenient measures of the Hainan Free Trade Port concerning personnel exchanges, taxation, trade, investment, and healthcare to various sectors in Russia, encouraging Russian enterprises and tourists to seek cooperation opportunities and leisure vacations in Hainan and share in its development opportunities, and continuously advancing China-Russia relations along the right track through regional economic and cultural cooperation.
Consul Teplov expressed firm agreement with these proposals. He stated that Hainan is well established as a travel destination in the minds of the Russian public and that the number of Russian tourists visiting Hainan has been increasing year by year. He emphasized that the Consulate General maintains close attention to cooperation in tourism, education, and healthcare between the two regions, and even more so to the progress of Hainan's special customs operations. Russia hopes to expand cooperation with Hainan and share the achievements of the Hainan Free Trade Port's development. He expressed that the Consulate General is willing to act as a bridge by actively conveying information about cooperation projects to relevant institutions and enterprises in Russia and by strengthening cooperation between the two regions in tourism, trade and investment, healthcare, and local exchanges.
TEPLOV Yury assumed the position of Consul General of the Russian Federation in Guangzhou in November 2025. This visit marks his first to Hainan since his tenure began. During their stay in Hainan, Teplov and his team will also travel to Sanya for site visits and exchanges.
