On October 4th, the reporter learned from the Haikou Municipal Science, Technology and Industrial Information Bureau (Haikou Foreign Expert Bureau) that at the opening ceremony of the 2024 Hangzhou International Talent Exchange and Project Cooperation Conference held recently, the Research Center for Foreign Talents of the Ministry of Human Resources and Social Security released the results of the 2023 "Charming China - Most Attractive Chinese Cities for Foreign Talent" themed activity. After a span of five years, Haikou was once again selected as one of the "Most Attractive Chinese Cities for Foreign Talent".

The "Charming China - Most Attractive Chinese Cities for Foreign Talent" themed activity conducts questionnaire surveys among foreign talents. It quantifies the evaluation of foreign talents from three dimensions: job satisfaction, convenience of life, and environmental friendliness, forming the Chinese city's foreign talent attractiveness index, which reflects the comprehensive attractiveness of Chinese cities to foreign talents. The 2023 "Charming China - Most Attractive Chinese Cities for Foreign Talent" themed activity selected 39 sample cities (excluding Hong Kong, Macao, and Taiwan) based on the concentration of foreign talents and economic level, and received 4816 valid questionnaires. Haikou ranked eleventh in the 2023 Chinese city foreign talent attractiveness index.

The province took the lead in establishing a "Comprehensive Service Window for Foreigners", achieving information sharing of work permits and residence permits, and a "parallel approval" model; implemented a pilot project for the "one-window processing and simultaneous issuance" of work and residence permits for foreigners, reducing the processing time from 28 working days to 7 working days; explored and implemented a one-way recognition measure for foreign talent work permits, allowing qualified foreign talents to directly issue the same category of work permits for foreigners coming to China according to the original permit category. In recent years, Haikou has continuously improved the channels for the flow of talent elements and has continuously increased the willingness and sense of gain of foreigners to take root in Haikou and contribute to Haikou.

In addition, as an international talent service platform built by the Municipal Science and Technology Bureau, integrating networking, communication, assistance, and training, the "Haikou International Talent Home" has successively carried out more than 100 talent exchange, project docking, and networking activities since its establishment, with a total of more than 2,000 participants; held 3 foreign talent entrepreneurship incubation training classes and 1 foreign anchor talent incubation training class, serving and incubating more than 200 foreign talents.

The person in charge of the Municipal Science and Technology Bureau said that the next step will be to continuously optimize the service management system for foreign talents, improve the service level of the Haikou International Talent Home, and further promote the organic combination of government services and social professional services, to further improve the service guarantee system for foreign talents in Haikou.
